ASSIGNMENT DESCRIPTION
The agricultural sector inMozambique is made up majority small-scale and subsistence farmers, around 80percent of all farmers, with weak linkages to markets and productive valuechains. Market participation is clearly dependent upon the risk and thetechnology facing the farmer, and market segmentation is high. Mozambicanagricultural policy focuses on increasing yields, through better technologies,and improving market access. About 7.3 percent of the farmers belonged to afarmers’ organization in 2005. It is difficult to assess all farmers’organizations in Mozambique generally as there are many different types,fragmented with less growth traction. Even so, their performance has beenmixed. There has been a lot of support from various development partnerstowards supporting farmer organization, including associations andcooperatives, as a vehicle to improve agricultural productivity (technologytransfer, technical assistance), increasing farmers income and jobs, as well aslinking farmers to markets, with increased aggregation and bargaining power, aswell as value addition from primary agricultural production.
The experiences from farmer organizations learnt have not been well documentedto better understand why there is limited traction towards farmer organizations.On the part of Government, several attempts have been made, particularly increating an enabling environment for the farmer organization, for example thedevelopment of cooperative law. Support to farmer organization is also centralto fulfil the Agrarian Sector Strategic Plan (PEDSA II), commonly called ‘PlanoEstrategio de Desenvolvimento do Sector Agrarian’ particularly towards keyresult areas on improving agricultural productivity and value chains and marketlinkages. There is need to carry out detailed review to better understand thestatus of farmer organizations, associations, and cooperatives, to identifyappropriate entry points for them to improve agricultural productivity, valuechain development, jobs, incomes, and market linkages.
The main objective of the diagnosis is to assess the performance offarmer organizations, as a vehicle towards achieving improved productivity, valueaddition, market linkages, income, and jobs in the Mozambique agrarian context.

SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
