Objective of theConsultancy:
To provide technical assistance andrecommendations from global experience towards (1) the development andimplementation of a mHealth tool to support CHWs provide effective support tobeneficiaries and improve overall monitoring and management of the communityhealth program, and (2) the production of online dashboards interfaced withmHealth application.
Approach for the mobilehealth monitoring:
The INDH has developed a DSC scale-up strategy witha robust theory of change. The theory of change anticipates the key steps formaternal and child health and nutrition through community health to be: (a) pregnantwomen benefit from quality pre-natal and post-natal care, (b) pregnant womenadopt optimal nutrition during their pregnancy, (c) pregnant women stay inmaternity waiting houses (DAO, Dar al Oumouma) before and after their delivery,(d) pregnant women deliver in health facilities, (e) new mothers breastfeedexclusively for the first 6 months, (f) new parents apply best health practiceswith their children.
In the context of the DSC scale-up,a digital application is an essential element in performance management,allowing for optimized data collection (step 1), data processing to calculateindicators and generate visualizations (step 2), and data analysis (step 3).
A paper prototype for a mHealth applicationhas been produced, it will be made available to the consultancy firm, togetherwith all information available relative to the DSC scale-up strategy andperformance management, and can be used as a basis to establish detailedbusiness requirements for the application. The mHealth application will be asupport tool for the activities that occur in the DSC and will be used forperformance management. The application should be designed for different typesof users, including those who enter the data and those who have access to thedata. Four users will be responsible for entering data into the application:the community health workers (CHWs, or PRC/personne relais communautaire), thesupervisor, the DAO staff, and the staff of the CHWs managing associations. Otheractors of the DSC (such as the Division of Social Affairs (DAS), the Ministryof Health and Social Protection (MSPS), the INDH, the Network Head Association whichcoordinates the efforts of the various local CHWs managing associations, etc.) shouldbe able to access the application through the visualization of dashboardsgenerated from data collected by the key users, or through administratorprofiles.

SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
