ASSIGNMENT DESCRIPTION
1. Background
Information
Climate, weather extremes, and environmental
degradation are among the major disaster risk drivers for the developing
economies in the Greater Horn of Africa region – which are heavily dependent on
subsistence rainfed farming and livestock herding, and often affected by
conflict and state fragility. According to the African Union Commission, the
Intergovernmental Authority on Development (IGAD) region is one of the most
vulnerable to climate change impacts and to disaster risks in Africa. The region suffered the worst drought in 40 years
which began in the second half of 2020 and intensified in 2022. The prolonged
drought was followed by severe floods which claimed lives of thousands, put
millions of people at high risk of food insecurity and famine, and displaced
millions of people in the region. For the past two decades, countries in this
region have experienced an increase in frequency and intensity of natural and
man-made hazards which claimed thousands of lives and negatively affect the
livelihoods of millions of people and inflicting huge economic losses. For the

and drought have been the most distressing in terms of impacts, affecting
multiple sectors, livelihoods, and vulnerable groups.
In response to these escalating challenges, the IGAD
Climate Predictions and Applications Centre (ICPAC), recognized as a Regional
Climate Centre by the World Meteorological Organization, plays a pivotal role.
ICPAC provides essential climate services and forecasts to its eight member
states (Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan, and
Uganda) and three additional East African countries (Burundi, Rwanda, and
Tanzania) collectively housing over 365 million people.
Through its collaboration with national
hydrometeorological services, ICPAC has significantly enhanced the capacity for
early warning and climate information dissemination in the region. This
collaborative effort is critical in supporting preparedness and effective
response across various key sectors, aiming to mitigate the impacts of climate-related
disasters and bolster regional resilience.
Strengthening
IGAD Capacities in Disaster Risk Management and Climate Change
The program "Strengthening IGAD Capacities in
Disaster Risk Management and Climate Change," implemented by the World
Bank and funded through the European Union's ACP-EU Disaster Risk Management
Program, managed by the Global Facility for Disaster Reduction and Recovery
(GFDRR), represents a strategic effort to enhance the institutional capacities
of the Intergovernmental Authority on Development (IGAD) and its Member States
in advancing Disaster Risk Management (DRM) and Climate Change Adaptation (CCA)
within the region.
The foundation of this program rests on the
achievements of the first phase under the EU-funded ACP Natural Disaster Risk
Reduction Program, which operated from 2014 to 2021. During this period,
substantial progress was made in fostering regional collaboration, enhancing
coordination, and improving communication and information-sharing mechanisms
within IGAD. Key accomplishments included the development of the IGAD DRM
Strategy and other sectoral strategies, financial support for member states’
participation in Hydromet forums, and the facilitation of climate outlook
forums such as the Greater Horn of Africa Climate Outlook Forum (GHACOF), etc.
These forums have been instrumental in disseminating vital regional and
seasonal climate outlooks and information.
Building on these successes, IGAD is poised to further
its commitment by embarking on the second phase of the program, supported by
new funding from the ACP-EU initiative. This phase will focus on expanding
tools and knowledge in disaster preparedness, response, hydromet, and climate
services. Such enhancements are in line with the global shift from a
response-oriented approach to disaster management towards a more proactive
disaster risk management model, which aims at reducing risk and losses more
effectively.
A significant aspect of this program is its alignment
with the Sendai framework and Paris Agreement, ensuring that the activities
contribute toward increasing the capacity of IGAD and its member states to
adapt to the adverse impacts of climate change and promote climate resilience.
This includes specialized training in climate change and disaster risk
reduction, support for the development of climate-resilient strategies, and
fostering collaboration with global expert centers. Through these initiatives,
IGAD not only aims to strengthen the regional mechanisms for disaster risk
management but also to enhance the overall climate-resilient development of its
member states, thereby ensuring a sustainable and secure future for the region.
2. Scope of Work
The purpose of this ToR is
to request from established global centers or firms, assistance with the strengthening
capacities of IGAD and its member states officials in disaster risk
identification, reduction, emergency preparedness, and response. The
Consultant will carry out activities concurrently, where possible. The project will initially focus on Djibouti, Ethiopia, Kenya, Somalia, and
Uganda.
The Consultant (center/firm) will accomplish the above-mentioned
objective through the following tasks:
Activity
1: Preparation of IGAD DRM Strategy Roadmap and Action Plan (2024-2030)
Task
1 - Planning/Inception Report
-
Within two weeks of contract signing, the Consultant will develop an Inception
Report and detailed Consultancy Work Plan, outlining the overall project
strategy, methodology, and sequencing of tasks. The report will include a
timeline with milestones for the completion of the work.
Task
2 - Review of IGAD’s approved DRM Strategy (2019-2030)

The Consultant will conduct a comprehensive review of existing IGAD’s DRM
strategy assessing the alignment with current needs within IGAD member states
and identifying priorities for the interventions in the region.
Task
3 –Development of Initial DRM Roadmap and Action Plan
-
Based on the findings from the desk review, the Consultant will develop a DRM
Strategy Roadmap and Action Plan for 2024-2030, focusing on identified
priorities for interventions in the region and refine actionable steps that
promote disaster coordination and policy integration across member states to
better respond to and mitigate disasters.
Task
4 – Conduct a regional validation/consultation workshop
- Conduct
a regional workshop for validation/consultation of the developed DRM Roadmap
and Action Plan.
Task 5 – Final DRM Roadmap and Action Plan

Based on the recommendations collected during the regional workshop and
comments received by the WB finalize the DRM Roadmap and Action Plan together
with monitoring and evaluation framework.
Activity
2: National Emergency Preparedness and Response Diagnostic and Investment Plan
in Kenya
Task
1 - Inception and Methodology Development
-
Within the first month, develop an inception report that outlines the approach
to assessing Kenya's EP&R capabilities using the WB’s Ready2Respond
framework.
Task
2 - Desk Review
-
Perform a detailed review of existing documents, previous assessments, and
EP&R frameworks to establish a baseline understanding of Kenya's current
preparedness state.

3 - Field Assessments
-
Conduct field assessments, including interviews, focus groups, and site visits,
to gather primary data on Kenya's EP&R capabilities. This assessment will
focus on understanding the legal, institutional, technical, and financial
aspects of EP&R.
Task
4 – Initial EP&R Assessment Report and Investment Plan
-
Compile findings into a comprehensive assessment report that identifies
strengths, gaps, and opportunities for improvement. Develop a sequenced
investment plan that details actionable steps for enhancing Kenya’s EP&R
capabilities, with cost estimates and potential funding sources outlined. An
initial EP&R Assessment Report and Investment Plan shall be delivered and
discussed with the WB TTL, ICPAC, and country counterparts which will provide
suggestions for improvement of the assessment and highlight areas that may
benefit from further analysis.
Task
5 – Conduct a validation/consultation workshop
- Conduct
a workshop for validation/consultation of the developed EP&R assessment
report.
Task
6 - Final EP&R Assessment Report and Investment plan
The
final EP&R Assessment Report and Investment Plan should incorporate WB TTL,
ICPAC, and government counterpart improvement and further analysis requests.
Activity 3: Enhancing Multi-Hazard Risk Assessment and
Developing Country Risk Profiles for IGAD, Djibouti, Ethiopia, Somalia, and
Uganda
Task 1 - Regional Training
Program Development
- Design a training program
that covers multi-hazard risk assessment methodologies tailored to the needs of
IGAD and its member states. This includes developing curriculum and training
materials.
Task 2 - Delivery of Training
- Deliver the training
program to designated representatives from IGAD and each member state, focusing
on enhancing skills for conducting and participating in multi-hazard risk
assessments.
Task 3 – Tailoring Hazard
Watch for Djibouti and Uganda
- The Consultant will provide
hands-on geo-development support to ICPAC, for tailoring the regional hazard
watch monitoring system for Djibouti and Uganda (including validation of
existing parameters with country-specific data and adopting its outputs based
on the specific needs for each country).
Task 4 - Risk Assessments in
Ethiopia and Somalia
- Conduct comprehensive risk
assessments in Ethiopia and Somalia to identify and map key hazards such as
floods and droughts. The Primary objective is to inform hazard monitoring
systems for Ethiopia and Somalia and to identify hot spots for further detailed
assessments, particularly for investment planning.
Task 5 - Development of Risk
Profiles
- Develop detailed risk
profiles for each country (Ethiopia and Somalia), highlighting exposure, vulnerability,
capacity, and mitigation strategies specific to identified hazards.
Task 6 - Stakeholder
Engagement
- Engage with local disaster
management agencies and stakeholders to validate and refine the risk profiles,
ensuring alignment with national priorities and strategies. These will be done
in close coordination with Somali Disaster Management Agency (SODMA), Ethiopian
Disaster Risk Management Commission (EDRMC), Ministry of Water and Energy
(MoWE) of Ethiopia and the PMU for Ethiopia Flood Management Project (P17632)
(EFMP) and the Disaster Risk Analytics global program.
Activity 4: Development of DRM
Training Modules and conducting the trainings
Task 1 - Training Needs
Assessment

The
Consultant will undertake a detailed assessment of the current capabilities and
needs for DRM training within ICPAC staff and member states through surveys and
interviews.
Task 2 - ICPAC’s staff and experts
from Member States trainings:

Based
on the needs assessment, the Consultant will develop tailored training modules
focusing on risk assessment methodologies and modelling, tools, and user
experiences related to regional hazard monitoring systems.
Task 3 - Delivery of
Trainings
-
Conduct
training sessions using the developed modules. These sessions will be targeted
at a selected group of ICPAC staff and experts from Member States.

Implementation Arrangements
The consulting firm will
report to the TTL at the World Bank and will be required to coordinate closely
with ICPAC and member state officials. Regular updates and consultations with
stakeholders are mandatory throughout the project lifecycle.
5. Reporting Requirements
- Quarterly Reports:
Detailed progress reports are due every three months, outlining activities,
challenges, and financial status.
- Project
Completion/Lessons Learned Workshop: To be conducted by the end of
April 2026 to disseminate project findings and outcomes.
- Project
Completion/Lessons Learned Report: A comprehensive report summarizing
the project lifecycle, outcomes, and lessons learned, due by the end of May
2026.
6. Selection Procedure and Qualifications
Selection will follow the
World Bank's guidelines for consulting services. The consultant (center/firm)
must have extensive experience in DRM and EP&R.
7. Staffing Requirements
The consultant (center/firm)
should have expertise in disaster management, emergency response systems, data
analysis, and stakeholder engagement. A mix of international and regional
experience is preferred.
Minimum qualifications of the
Consultant (center/firm) to be selected for the required assignment include:
a)
More
than 10 years of hands-on experience in the field of disaster and emergency
preparedness and response systems, including functional EP&R system
components such as legal and institutional frameworks, information, facilities,
equipment and personnel (refer to World Bank Ready2Respond Framework/User
Guide).
b)
Experience
working in the field of DRM within mature economies and developing nations.
c)
Demonstrated
competency in conceptualization, formulation, and execution of emergency
preparedness and response-related projects and provision of advice on broader
disaster risk management matters.
d)
Familiarity
with international best practices for disaster and emergency preparedness and
response. The ability to tailor advice to the needs and context of various
jurisdictions and levels of government, as well as demonstrating regional
understanding for more effective recommendations and priority-setting advice.
e)
Experience
in conducting comprehensive needs assessment, and developing capacity-building
strategies for government agencies and regional organizations.
f)
Extensive
experience in the development and facilitation of interactive training modules
and educational workshops
g)
Technical knowledge of, and experience working
in Africa. Experience working on DRM
projects, in particular on EP&R capacity building in the Southern Africa
region would be considered an asset.
h)
Experience
in conducting comprehensive needs assessment and designing and conducting
training programs for governmental or non-governmental organizations in the
relevant fields.
i)
Extensive
experience in the development and facilitation of interactive training modules
and educational workshops
j)
Internal
processes to ensure the quality of the training content and delivery.
k)
Capacity
to deliver training in English and potentially other languages if required for
international projects.
The Consultant will develop a detailed
plan including a staffing plan and skill mix necessary to meet the objectives and
scope of the services. Key staff should demonstrate the following skills:
● Project management
● Field information collection and
interviewing techniques
● Emergency preparedness and response
systems
● Critical infrastructure assurance and
private sector roles in EP&R systems
● International development and
government engagement
● Data analysis and statistics
● Communication skills
● Report writing
● Team members, including lead consultants
and trainers, should possess advanced degrees (masters or higher) in relevant
disciplines such as environmental science, Disaster risk management, and
computer science.
● Experience in developing comprehensive
training materials and resources.
9. Duration of Assignment
The consultancy will extend
until May 30, 2026.
10. Payment Schedule
Payment will be based on
milestones:
- 10% upon contract signing.
- 15% upon delivery of the
inception report.
- 30% upon acceptance of the
initial reports.
- 35% upon acceptance of the
final reports.
- 10% upon completion of the
final report.
