Assignment Title: Consultancy for the Improvement of Five Water Treatment Plants in Guatemala City

ASSIGNMENT DESCRIPTION
This consultancy aims at supporting the Municipality of Guatemala City by providing different studies to help resolve the water issues it faces. Together with EMPAGUA, IFC has conducted a comprehensive review, and as a result, the following studies have been determined to be needed:
A) La Brigada water treatment plant:
· Objective: Enhancement of the La Brigada Treatment Plant through the diversion of tributaries in the Mixco and San Cristóbal area.
· Expected impact: Incorporation of the capacity to receive water flow ranging from 30 to 50 liters per second.
· Studies needed:
o Topographical surveys of the components of the La Brigada System,
o Hydraulic and hydrologic studies for the definition of water balance,
o Study of the condition and status of the raw water pipeline from La Brigada dam to La Brigada plant,
o Structural study of the components of the water purification process of the La Brigada plant.
B)San Antonio Plant:
· Objective: Enhancement of the treated water quality at the water purification plant.
·Expected impact: Improvement of water quality, ensuring its flow and continuous operation.
·Studies needed:
o Soil study,
o Topographic survey,
o Water quality study,
o Design of primary water treatment technology for 80liters per second,
o Structural design associated with water pretreatment.
C) Hincapie Plant
· Objective: Enhancement of the treated water quality at the water purification plant.
· Expected impact: Improvement of water quality, ensuring its flow and continuous operation.
·Studies needed:
o Soil study,
o Topographic survey,
o Water quality study,
o Design of primary water treatment technology for 60 liters per second,
o Structural design associated with water pretreatment.
D) Ojo de Agua Plant
· Objective: Remodeling of the Ojo de Agua Pumping Station, which involves equipping it with updated technology and providing protection against leaks for the Ojo de Agua reservoir.
· Expected impact: Preservation of the operation of the Ojo de Agua Plant and a potential increase from 150 to 200 liters per second.
· Studies needed:
o Soil study,
o Topographic survey,
o Design of pumping technology efficiency for the Ojo de Agua Ibooster pumping system,
o Estudio del estado y condiciones de línea de conducción de agua de las líneas de 18" de Ojo de Agua a Tanque El Guarda, Zona 8,
o Diseño estructural del tanque gemelo de compensación de7500 m3.
E) Canalitos Plant
· Objective: Improve the quality of treated water.
· Expected Impact: Enhancement of water quality, ensuring its flow and continuous operation to supply users in zone 18.
o Studies needed:
o Soil study,
o Topographic survey.
The technical specifications of each of the studies will be discussed by IFC,EMPAGUA and the Municipality of Guatemala City shortly after the signing of this engagement letter.

Eligibility restrictions apply:
Consulting firms interested in this assignment should demonstrate the following experience and skills:
- Track record, including a minimum of
ten (10) years of project structuring particularly in the water sector, with demonstrated experience of previous work in Guatemala;
- Demonstrated experience with
consulting services for the private sector and multilateral agencies;
The proposed team shall demonstrate
technical background/competency;
- At least 1 (one) Water Sector Specialist fluent in Spanish that can participate physically in regular
meetings with relevant stakeholders on the ground. If this request is not met,
please explain how you will meet the need for interaction in Spanish;
- The presence of a local partner with
experience in relevant water projects in Guatemala within the team is a
critical minimum requirement;
- Direct experience in Guatemala by the
lead consultancy firm is also highly desirable;
- Ability to meet tight deadlines;
- Strong communication skills in English
and Spanish.
SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
