ASSIGNMENT OVERVIEW
Assignment Title: Tertiary Roads Financing Mechanisms Analysis in the Valle del Cauca and Pacífico Regions

ASSIGNMENT DESCRIPTION
This consultancy aims to under take an analysis of the financing mechanisms available for the tertiary road network in Colombia and to identify and assess a potential bankable structure that could foster private capital participation.
The result of this consultancy will map out the available resources for tertiary road network financing, including national and subnational sources, and identify bankable structures for financing at the department level. It will also include a legal/contractual roadmap for the implementation of such structure(s) and a thorough risk analysis.
The services will be delivered through 4 components as follow:
- Component1: Diagnostic of current financing
- Component2: Case study review
- Component3: Bankable structure identification and road map
- Component4: Workshop (Presentation of study results).

The World Bank Group intends to finance the assignment / services described below under the following:

ELIGIBILITY
Eligibility restrictions apply:
- Track record,
including a minimum of ten (10) years of legal and project structuring and
financing experience;
- Demonstrated experience
with consulting services for the private sector and multilateral agencies;
- The proposed team shall
demonstrate technical background/competency;
- At least 1 (one) Legal
Senior Specialist fluent in Spanish that can participate physically in regular meetings
with relevant stakeholders on the ground. If this request is not met, please explain
how you will meet the need for interaction in Spanish;
- At least 1 (one)
senior team member with direct or indirect experience working on an IFC
transaction is preferred;
- The presence of a local
partner with experience in relevant Colombian Regulatory Framework within the team
is a critical minimum requirement;
- Direct experience in
Colombia by the lead consultancy firm is also highly desirable;
- Ability to meet tight
deadlines;
- Strong communication
skills in English and Spanish.
SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
