IFC is looking for a qualified firm to conduct a diagnostic on the
feasibility of cross border data flows and use of alternative data to
facilitate access to credit for forcibly displaced persons. This study will
focus on Uganda as a pilot for the East and Horn of Africa
region. The objective of this study is two-fold:
1.
Assess the feasibility of cross border data sharing to promote
credit inclusion of refugees. Specifically, the study will help IFC to:

Map the potential data corridors in the EHA region to and from
Uganda;
·
Identify regulatory and credit infrastructure barriers and
enablers;
·
Identify the various cross border information sharing and models;
·
Understand the operational, practical, legal, and regulatory
constraints to cross border data sharing and use of alternative data; and
·
Recommend the most active corridor and feasibility of cross border
transfer of data.
2.
Assess the landscape of alternative data as relates to refugees.
Specifically, the study will help IFC to:
·
Map the alternative data points generated by refugees, including
the data sources, distinguishing between data already in use and data to be
collected;
·
Identify enablers and challenges in collection and integration of
alternative data into existing credit reporting systems;
·
Identify legal and regulatory constraints to the collection and
sharing of alternative data including the data protection, privacy, and
confidentiality concerns of the refugees; and
·
Develop recommendations on alternative data that can be leveraged,
including key markets.
