ASSIGNMENT DESCRIPTION
OBJECTIVES
The World Bank is
providing Technical Assistance to the Government of Kenya aimed to improve
understanding of flood hazards and risk and enhance resilience and disaster
risk management associated with rehabilitating and modernizing the commuter
railway system and selected commuter station areas in the Nairobi Metropolitan
Area (NMA). This technical assistance shall inform the preparation and
implementation of the Kenya Urban Mobility Improvement Project (KUMIP), which
aims to improve urban mobility services in Kenya with resilient and green
transport infrastructure development for advancing economic and social
development.
The specific objectives of this
consulting service are as follows:
a)
Through the development of a flood risk
assessment for the existing and planned commuter rail system/network and
corridor, and for selected neighborhoods adjoining railway station areas of
NMA, provide a baseline of evidence and data at an appropriate resolution,
accuracy and extent that supports risk-based decision making and planning for
the commuter rail system.
b) To
develop recommendations for a high-resolution flood risk management plan for
the commuter rail system of NMA
including selected neighborhoods adjoining commuter stations. These
recommendations will identify, and prioritize, based on a sound analysis, soft
and hard measures for reducing flood risks and to enhance the resilience of the
commuter rail system and of selected neighborhoods adjoining commuter stations.
c) To
review land use plans that relate to three railway station areas (to be guided
by the client), incorporating the flood assessment results and prioritized
measures (objective a and b) and develop draft guidelines that will be used to enhance
transit-oriented development centered land use plans for other commuter
stations areas with a DRM-informed lens.
This work will be used to inform
both the feasibility and preliminary and detailed design studies of the planned
commuter rail tracks and stations, and to support the identification and
prioritization of structural and non-structural investments to enhance
resilience of the commuter rail system of NMA and selected commuter station
areas.
SCOPE OF WORK
Activity 1: Inception
The Consultants first main task will be to undertake the
Inception stage, the purpose of which is to provide the consultants the
opportunity to more fully familiarize themselves with, understand and define
the assignment, and ensure they have all available data and information
necessary to comply with the objectives and intended outcomes of the
assignment, and refine the methodology as necessary. It also allows the Bank
team and Government counterparts to fully understand the approach and
methodology and ensure it meets their expectations.
Activity 2: Flood hazard and risk
assessment
Activity 2 consists of a flood
hazard and risk assessment for the commuter rail system and corridor of the
Nairobi Metropolitan Area including selected station areas and surrounding
neighborhoods, with a focus on risks associated with both pluvial and fluvial
flooding. The assessment should characterize hazard and risks throughout the
study area, including

The existing commuter rail tracks, railway
stations and terminals. Based on the findings, the most critical and vulnerable
track sections, terminals, and stations of commuter rail system will be
identified.

The selected neighborhoods at a radius of 2-3 km
from commuter stations. Based on the findings, the flooding hotspots, and other
macro/external factors that affect flooding of the selected commuter station
area shall be identified.

Communities along the rail track corridor where
any mitigation actions may have an impact on future flood risk.
This activity will involve, hydrological
and hydraulic modeling, development of flood hazard datasets and visualization,
and flood risk assessment.
Activity 3: High resolution
flood risk management plan for the commuter rail system
The consultant will develop a
strategic program of flood resilience measures which includes an outline of
proposed package of measures, assessment of their feasibility, cost-benefit
analysis, presentation of additional benefits, stakeholders involved in the
design and implementation of measures. The flood risk management plan will
include a prioritization of hard and soft climate resilience measures.
Activity 4: Review of concept
land use plans and develop a guidance note to enhance DRM lens in station area
development along the Thika line
The Consultant shall prepare a
guidance note to enhance the integration of flood assessments in the
preparation of flood risk-sensitive commuter rail station land use plans in NMA
that can be used in the implementation of KUMIP. This guidance note shall identify
and explain key steps and lessons learned on how to use flood assessment/risk
map to prepare land use plans for materializing the resilient station area
development along the commuter rail in the Nairobi Metropolitan area.
Activity 5: Final report
This work will rely
on the scientific concept of flood hazard modelling and risk quantification,
applied to the specific context of the Nairobi commuter rail.

Individual/Firm: The consultant will be a firm or consortium of firms that meet the following qualification criteria.

Demonstrated outstanding technical expertise as
relevant for the respective assignments from work with comparable physical and
institutional environment (minimum of 5 relevant examples);
·
Track record in carrying out technical
assistance and consultancy services on flood risk management, urban
development, urban mobility, and disaster risk management projects in Africa or
similar climatic and socio-economic conditions (minimum of 5 relevant examples);
·
Demonstrated capacity to deliver, under
conditions of limited data availability, technical tools that are acceptable
and valued by the sector agencies that have been applied and form the standards for the current
and future applications at the national or regional level (minimum of 5 relevant
examples);
·
Proven records on capacity building and training
(minimum of 5 relevant examples);
·
Excellent communication, interpersonal,
analytical, and organizational skills (clear evidence will be drawn from the
examples already provided);
·
Demonstrated networking capability (clear
evidence will be drawn from the examples already provided);
·
Good written and verbal command (note – the
quality of the EoI submission will evidence these skills and will be used as
part of the selection criteria);
Information on their
core business and years in business
The
Consultant is expected to be a firm or an association of consulting firms with
the appropriate capabilities and experiences to provide the services. This
assignment requires a team of international and national experts/consultants to
ensure the integration of international and national best practices and
standards into the study. The Consultant Team may propose additional technical
experts to improve the quality of the output. The firm needs to have a track
record in carrying out technical assistance and consultancy services on commuter
rail systems, urban planning, and transit-oriented development, flood risk
management, model development and application, civil engineering, hydrology,
water resource management, and project management.
SUBMISSION REQUIREMENTS
The World Bank invites eligible
consultants to indicate their interest in providing the services. The total
size of the main expression of interest should be no more than 10 pages. Short project summaries may be provided as an
appendix, but each project must be referenced with the main text, must be
relevant in meeting the outlined criteria, and must be no more than a single A4
page in length.
Following this invitation for
Expression of Interest, a shortlist of qualified firms will be formally invited
to submit technical and financial proposals. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.
Expressions of Interest should be submitted in English, electronically through WBGeProcure RFx Now
NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
