Assignment Title: Geotechnical survey for the Commuter Rail System in the Nairobi Metropolitan Area (Thika Line)

ASSIGNMENT DESCRIPTION
The World Bank East Africa Transport wishes to hire a firm with extensive capability and experience with geotechnical surveys in railway lines. The main objective of this assignment is to carry out a geotechnical survey characterization to understand the geotechnical load capacity of the railway bed to prevent future geotechnical issues such as subsidence and map the geotechnical load capacity of the current railway bed for planning its expansion and renewal.
The findings of this assessment will inform the planned feasibility study for Commuter rail for the Nairobi Metropolitan Area, which will be implemented by KenyaRailways and financed under the Kenya Urban Mobility Improvement Project.
Scope of work:
The consulting firm will complete the following activities:
Geotechnical survey for the existing and planned commuter rail system
The Consultant will conduct a Geotechnical survey for the Thika
Line (57km) of the commuter rail system of the Nairobi Metropolitan Area, with
a focus on geotechnical load capacity of the railway bed. The survey should characterize
railway beds along the existing commuter rail tracks, railway stations, and
terminals.
A site investigation must be undertaken in three stages:
Track walkover. A daytime
track walkover by a Geotechnical Engineer to assess the general railroad's
geotechnical and infrastructural conditions.
Test pit program. The test pit program includes a Dynamic Cone
Penetrometer (DCP) test to be performed on the fouled sub-ballast layer only,
directly under the sleeper by removing the top ballast layer; and a test pit of
the subgrade and natural materials geotechnical tests up to a maximum depth of
3 m.
Borehole program. The borehole program includes the drilling of over
boreholes to 3 m depth for geotechnical analysis using the dynamic push tube
technique with a 4WD utility-mounted drill rig. Two sample bags of up to 20 kg
from each test pit, one containing ballast and one containing subgrade or
natural materials enough for geotechnical lab tests.
Laboratory testing. Sub-ballast, subgrade and natural materials geotechnical
tests to assess the railway's loading capacity.
A geotechnical survey report and consultation workshop(s) on
the geotechnical survey for the commuter rail system of the Nairobi
Metropolitan Area with the Government of Kenya are the main outputs of this
assignment.
QUALIFICATIONS
The qualification criteria for the consulting firm are as
follows:

Provide information showing that the consultant
has a demonstrated track-record in geotechnical surveys preferable for urban
commuter railway systems.
2.
Provide information on the technical and
managerial capabilities of the firm with a specific focus on geotechnical
surveys for rail operations in urban and commuter rail.
3.
Provide information on core business, years in
business, and location.
4.
Provide information on the qualifications of key
staff who will be involved in the assignment.
5.
Provide examples of similar assignments
completed in the last 7 years, with at least 3 examples of assignments of
similar scope. Experience with assignments in Sub-Saharan Africa, preferably in
Eastern Africa region, is a plus.
6.
Provide information on experience working with
donor and government agencies within Sub-Saharan Africa.
SUBMISSION REQUIREMENTS
The World
Bank invites eligible consultants to indicate their interest in providing the
services. The total size of the submission should be no more than 10 pages.
Following this invitation for Expression of Interest, a shortlist of qualified
firms will be formally invited to submit technical and financial proposals.
Where a group of firms associates to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
