ASSIGNMENT DESCRIPTION
The proposed sustainability and resilience assessment will evaluate the performance of the completed WSS interventions under the World Bank financed projects: the Yemen Integrated Urban Services EmergencyProject (YIUSEP) and the Emergency Health and Nutrition Project (YEHNP). This will be based on a physical audit, beneficiary consultations and key informant interviews of a representative sample of the rehabilitated WSS schemes to determine whether they are functioning as intended, partially functioning or not at all after their completion and handing over to the local authorities. For both functional and non-functional schemes, the assessment will try to determine factors for success and failure, including but not limited to: engineering robustness of scheme design; risk management considerations during design and implementation; appropriateness of institutional arrangements; suitability of operations and maintenance capacities; among other. The assessment will improve the information basis for future WSS interventions in this FCV context, especially in terms of project approaches to enhance sustainability and resilience during project implementation. It will also extract valuable lessons from implementation of the YEHNP and YIUSEP schemes that will help improve the resilience of schemes in Yemen and possibly in similar settings.

ELIGIBILITY
Eligibility restrictions apply:
- Interested consultancy firms should be able to travel and operate within Yemen. International and regional firms will only be considered if they can demonstrate ability to operate within Yemen. Consortiums with national academic research
centers or qualified local consultancy firms is highly encouraged.
SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
