ASSIGNMENT DESCRIPTION
IFC seeks to recruit a firm to survey smallholder farmers within pre-identified crop value chains. The survey
objective is to collect information that will help identify key farmer risks, current
coping mechanisms, the insurance appetite among farmers, and potential insurance solutions that could be offered to smallholder farmers.
The 5 pre-identified priority crops from which samples will be drawn are:
1. Maize (where the estimated total farmer population is 1.17 million)
2. Cotton (338,504 farmers)
3. Sunflower
(1.17 million)
4. Soybeans (50,000)
5. Groundnuts (1.5 million).
The
priority crops have been identified based on the number of smallholder farmers
involved, extent of active female participation, level of value chain
organization, level of climate risk exposure, among other factors.
The estimated assignment duration is 3 months, to be phased as follows:
Phase 1: Preparation
This is expected to last for about 4 weeks. Activities will include desk research, meetings with IFC to align on the assignment objectives, questionnaire/research tool customization, and agreement on the sampling methodology. The key output will be an inception report documenting the proposed methodology, quality control measures, the workplan, and other related information.
Phase 2: Survey Deployment
Expected to last for about 8 weeks. Activities will include enumerator training, pilot survey(s), and full survey deployment. Key outputs will be a Draft Survey Report, Final Report, Summary Presentation, and an Excel document with all (anonymized) responses collected from farmers.
Phase 3: Survey Result Presentation
A representative of the firm will be expected to join a one-day dissemination and validation workshop to present the survey results to insurance and agricultural sector stakeholders in Harare.

The World Bank Group now invites firms to indicate their interest in providing the services. Firms should provide all information (including relevant attachments) highlighting their qualification for this assignment. Expressions of interest should be submitted in English.
Following this invitation for Expression of Interest, shortlisted firms will be invited to submit proposals. Firms may associate to enhance their qualifications.
