ASSIGNMENT DESCRIPTION
IFC is looking for a consulting firm that will help to (i)test AssetCo concept to address the issue of obsolete and underinvested fleets in Ukraine and (ii) identify sub-sectors with immediate investment opportunities (no-reforms needed) and to scope additional upstream work needed to unlock further investment potential through reform, de-regulation, de-risking with blended finance.
The scope of the study will include:
- Market analysis of the demand and supply of urban passenger transport, last mile delivery, long-distance passenger bus transport, and other commercial transport fleets in Ukraine
- Review of the legal framework for establishing and operating an AssetCo
- Review of possible asset-backed business models and financial projections for the AssetCo
ELIGIBILITY
Eligibility restrictions apply:
- Prior experience in analysis and
development of asset-backed
models of AssetCos, preferable
for EVs, including experience
in financial and business modeling of AssetCos, especially in emerging market
contexts;
- Prior experience of regulatory, institutional, and political assessment of transport sector in emerging
market contexts, preferably in Ukraine;
- Experience and expertise
of team members assigned to this project and how much time will be dedicated by
each member to this project;

SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
